Anything falling under the description of "Facilities" or "Physical Plant" is the responsibility of Working Group 3.
Working Group 3.1 is tasked with identifying and securing all necessary terrestrial assets for the success of the Project, including launch sites, communications facilities, and transportation.
Working Group 3.2 has the responsibility of managing the development of Luna City and associated installations, producing the most comprehensive possible plan prior to the initial landing, and revising it based on experience and events.
